Does anyone know who or what this picture is?? I got it at a consignment shop.

The fellow looks like he is taken from a Van Dyck painting, perhaps even a self-portrait although the mustache isn't quite flouncy enough. But this painting looks quite modern and I don't know who might have painted it.
