Default Impressionist specialists? Any comments on this work?

Does anyone know about French 19th century art?
There is an interesting piece for sale on eBay:

Just let me know your comments, at least the painting looks really interesting with a special style. Could it be P. Senat = Prosper Senat, it doesn´t look like Seurat style at all, even though those women with umbrellas were present in so many Seurat´s paintings.

To me, the thick brushwork is more reminiscent of someone like Adolphe Monticelli. It doesn't really seem Impressionist to me.

Anyway, as for the name, my guess is that the last letter is an "L", with the name possibly ending in "ual" or "rial". Just a wild guess, though.
