Please, can anybody identify this painting or tell me where to ask!!

Hi,

this painting has been in my family for very long so none knows how it came to the family (there are some stories it came from Hungary, but nothing is certain).
The painting is oil on canvas 80x70 cm.
Please, if anyone can identify the author or at least give me the link to where I can ask?
Here are the picture of the front, back and signature on the picture.

Generally resembles a painting in the style of Frans Hals or Judith Leyster.

A tour guide in England once told me that portrait sitters generally do not smile, "because it makes them look feeble minded". She said it rather bluntly, but I have to agree.
