lIt's a softly colored watercolor. The girl appears to be wearing wooden shoes. The artist's signature looks like Rolf B MALEGY or WELEBY OR something. There is a small pencil sketch in the lower right.

I can't read much of the signature, but I'd say there's a good chance the first name is "Robt" (i.e. Robert). There was a Robert Moresby in the first half of the 19th century who did work not unlike this, but this work has a slightly later feel to it.
