Unregistered

I am looking for a painting in which a man is looking up at the sky from his carriage and their are poor children at the bottom of the view. I think it may be a painting in the era of realism. I havent seen it nor do I know about paintings, but my teacher told our class about this painting and said he hasnt been able to track it down.
