Sculpture location artist

Can someone please identify the location and artist of the attached sculpture. It was posted by a friend on facebook with no information. Thank you.

If you use TinEye or Google Images, you can plug in that image URL and get plenty of sites using the same image. Maybe one of them will credit the artist or say where the work is located. I didn't find it right away but I am being called away and can't check them all out.

Hey! I was just in Philadelphia a couple of months ago. I must have passed within a block or so of this sculpture, but I'm sure I didn't see it.
