Question Please help me find this artist!

I was given a photograph of a particular painting, but have no idea who the artist is or what the title of the piece is called. I have been going absolutely crazy trying to find the image. I would really appreciate if someone could help me identify the artist or at least the time period.

The painting is that of a young man (who looks rather feminine...he has a round face and large pouty lips). It is a 3/4 view portrait. The man wears a black tophat which is barely visible since it fades into the very dark background. He wears a brown cloak/cape-like article of clothing which has white trimming on the hood of it. His eyes are brown and his hair is short, (ending just above the tops of his ears) and it is auburn and wavy. He has somewhat of a long nose. There is no detail in the background...it is simply brownish, black. Everything is very dark, save for the face of the young man. The piece is reminiscent of some of Rembrandt's self portraits, and the young man looks very similar to van dyck. Here is the link to this portrait:

The artist's brushstrokes are somewhat loose ( I believe it is either oil or acrylic on canvas). They are not incredibly loose though. The texture of the hair is somewhat feathery. I initially thought it was 17th century Dutch portraiture, but this horrendous tophat has thrown me off...any suggestions? Thanks! I appreciate it.
