I think the last name must read "Filipovic", but I can't figure out the first name. I checked findartinfo.com and artprice.com, both of which have huge databases of artist names, and don't see any likely match.

I guess that Andréa Andriya Filipovic is the maker.

Andréa Andriya Filipovic
Born in Croatia in 1955, graduated from School of Architecture in Belgrade 1980.
He arrived in Paris in 1981. He moved to St Tropez in 1985. In 1991 he opened his own studio and gallery. Fearful of losing his gallery in St Tropez by real estate speculation, as in 2003 they moved to Paris at 53 Rue de Seine. Meanwhile he exhibited in groups or individually, in Paris, Geneva, Rome, Nice, London, Udine, Cologne, Marseille, San Diego and Montreal, Kyoto and so on.

Yes, I see it now. Worst "Andréa" ever - I got no closer than "Anoltóa".
