identify this artist please
I've seen this picture on 2 websites, but neither one had any info about the artist or its title. Anybody have any ideas?

This is really odd but if anyone finds anything out about him i would like to know anyhing, i dont know if this is the same person but my father just died last month and he never knew his dad his name was elmer stewart, or stuart im not sure how he spelt the last name, my dad never knew his father but i am trying to find some things out, maybe get in contact with family, if you har or know of anything please contact me, my email is blond_2008@yahoo.com, hank you so much.
