Need help finding artist. Vintage lithograph?

I was given this painting by my mother some many years ago. We never knew who the artist was because its very difficult to read his name. Maybe someone here can figure it out? she bought it in an antique store. Can anyone help?

I think the second word is "Delft", i.e. the town in Holland where Vermeer hailed from. Not sure if the first word is "Nan" or "Van".
