HELP! Who painted this?

...and more importantly, what is the name of the paining as well, if anyone knows...thanks in advance. I'd posted this before, but I was trying to figure out how to put a copy of the painting with the message and I couldn't - so I found a link with it. I hope I got it right. Thanks for your help!
