Default Looking to identify abandoned painting

Some 25 to 30 years ago, this painting was left on my grandparents' lawn, probably during a tp attack, while at least one of my uncles was in high school. The painting was recently given to me, temporarily, and I wanted to find something out about it. Everyone has been calling it the Ponce de Leon, but we really have no idea of who the person in the portrait is, or who painted it.
I'd really like to find out if this is supposed to be a copy of a famous painting, some student's project at the local college, or something else. Any information would help. Thanks!

P.S. I'll try to post a link to a better picture as soon as I can.
