And here's a partial answer: The photograph seems to be a manipulation of a famous photo of a golfer teeing off on a girder above Los Angeles, presumably around the 1930s. It looks like the proportions have been changed, but that may simply be due to the photo being taken at an angle. No idea who created the sculpture.
