Default Painting signed Frederick

My friend has a 20x24 oil or acrylic painting signed "Frederick" at the lower right. On the canvas area that is turned over the stretcher are the words, "Woman with Handmaid." The painting shows an up-close view of a woman apparently standing combing the hair of a seated woman. Their clothing, etc. suggests a long-ago era. On the back are the words, OC 19 and Joan Sto(illegible)t. The elaborate frame, that may not be the original, has a sticker reading "Made in Mexico 495." After a lot of on line searching, we cannot come up with any information on the artist and after reading some of the posts on your site, we realized that you have solved problems with far less information than we have. Any idea of who the artist is?
