Looks like Peter Paul Rubens to me. Self portrait? Don't have time right now but will have a look later on tonight.

Reminds me more of the work of Nicholas Hilliard. Is this a miniature or a full-size painting?

Wow, that is very close. There are a few details in the collar and the beard that are slightly different, and in our picture the sitter appears so gaunt that I entertained the idea that he was Don Quixote, but it must be a copy of the Rubens.
