Nice young woman with hat - Who painted it please?

I have watched this youtube video - it's in fact a slideshow with Pretty Woman as soundtrack.

There is a painting of a young pretty :-) woman with a hat in her hands. Looks French style to me, but hey ... I'm just an engineer :-).
Anyone knows who painted it? I've spent countless hours online to try to find info on it.

The portrait is about 50 seconds from the beginning of the clip.

There are some little things I don't understand
- this video is from a "RomanulDe Serviciu"
-When we follow the link to http..RomanulDe Serviciu/info, we can see that he is "Sorin"
-The first comment on this video is by "RomanulDe Serviciu" who ask the question you ask them in romanian
-You did not write "I have made this video" but "I have watched a video"
Please, explain. I am not an engineer.
