Default Help identifying very interesting portrait. (pirate, soldier?) Looks very old

Hello, my name is Keith and this is my first post. I usually collect German steins, but ran across this very cool portrait of what appears to be a pirate or soldier of some sort. Can anyone help me identify the person, the painter, or maybe even the time period?

He looks to me like one of those Dutch militiamen from the 1600s, such as in Rembrandt's Night Watch. The painting doesn't appear to be that old, so maybe it's a copy or a later version of such a picture.
