Help with identifying artist

This painting was bought a while ago in Virginia in a small store. It is an oil on canvas painted in 1987. I am trying to find out who the artist could be. The shop owner thought it could be a local artist.

I was wondering if anyone here had any ideas about the artist or the painting.
