Default Birger? Trying to identify oil painting

I have an oil painting that came from my grandfather in southern California. The painting has a "B" on the front where a typical signature would go. On the back of the canvas panel someone has written the name Birger, but then a date of 5-23-71. Not sure if this is the date it was bought or actually painted. I can not find any art references for this date to a Birger. The canvas panel is 9 x 12, it is Malibu, and a price of 25 cents on it form St**** Brands Paint Stores.

The picture is of a pretty woman with a large flower hat, very formal dress, it is form shoulders up only.

I will try to attach a picture or send to any e-mails if you would like to help me id it. Also my mother is trying to see what the value of this painting is also.

Thanks for your help.
