Default Unknown painter's name

My grandpa found a painting in our old City Hall when they redone the basement. We have been trying to find more about this painting/etching whichever one it is. The painting is at least 80 years old.

The signature reads E Forliy Roma. The painting itself is chariot racing and the riders waving/saluting the stands at the emperor. I will try to post some pictures of it when i get a chance. Thank you.
