Default Need help identifying Asian (?) painting

Hello,

I need help figuring out who the artist is or anything about this pelican piece (attached). I've also attached an attempted close-up of the signature symbol. I'm not an artist, but it looks to my pedestrian eye that it is painted on paper---perhaps in watercolors? I originally thought that it was a drawing/ sketch, but the lines are definitely brushstrokes. Thanks for any help.

They may at least be able to interpret the seal.
