The huge ruffled collar was in fashion in the 16th century (Northern Renaissance - 1550 to 1600 - particularly in England) It was in fashion for men and women. There are many portraits showing a man in ruffled collar.
Your description makes it almost impossible to determine which painting you may have seen. Purhaps if you posted the museum where you saw the painting it would be helpful? Judy |

I did find an image that fits your description by doing a quickie Google image search.... although I doubt this is what you are looking for.
http://www.burchardgalleries.com/auc...2002/l008a.jpg PORTRAIT OF A SHAKESPEARIAN ACTOR, O/M: 16" x 12", SLR V Armstrong, possibly Voyle Armstrong (American, 1891). None of the 16th century paintings that I am picturing came up.... Judy |
