Re-posting this in case there is someone in the community who missed my initial post and could possibly help.

This painting was seen in the background on a television show. It's one I've seen before but have no idea of the artist or name. It was only on for a few seconds so I hope I am describing it correctly.

The background of the painting was plain, maybe beige in color and the perspective looked to be a bird's eye view.
There were three standing people and one of the people in the foreground had red pants.

Can anyone help identify this painting?
