Default Who painted this and what are the jagged objects?

Does anyone know who painted this painting (found at art show in Santa Barbara, CA) and do you know what are the jagged objects in the background?

Are you sure the jagged things are part of the painting? To me it looks like the top of the painting is in a very irregular shadow.

...In fact it's got something to do with the frame. If you enlarge the picture to more or less fullscreen, you can see that there are regular indentations on the top of the frame that match the most prominent jags. I'd guess that the light source is almost directly over the painting, and the frame is putting the top of the painting in shadow.
