The signature is perfectly clear, but I can't find any record of either a Ken or Kenneth Ligare. Rather, I can find one reference on Picasa but the image seems to have been removed

Not "Picasso". I found one reference to Ken Ligare on picasa.com, but that page's artwork has been removed. If you do a Google search on "ken ligare" you'll probably see what I mean.

This was probably painted by my grandfather, Kenneth Ligare. He lived in and around Chicago (Oak Park, River Forest), later moving to Beloit, Wisconsin, and then Pomona California, before passing away in the 1970s. He took up painting in his retirement.
