No, no way. I don't usually like to make a firm statement of this kind because I am not a trained expert and frankly I could be wrong. But no.

And the signature doesn't look like his, it doesn't really even look like "Manet" at all. The third letter has a connection along the bottom that makes it look more like a "u" perhaps.
