Please Help Identify the painting and artist PLEASE!
Any help in identifying the follwing painting or its artist would be greatly appreciated.

It looks like a copy of an Anthony van Dyck or Frans Hals painting, but if you are asking who painted the actual picture you posted, I don't have any idea. I also checked in Google and TinEye with no luck.
