Can anyone identify this painting?

My mom who is 73 is about to finish her Ph.D. would like to have this painting on the cover of her dissertation but the publisher won't let her do so unless she identifies it and secures the rights to it. Can anyone help me with the artist, title and year?

Do you know anything about it, like what it is depicting? Is it the writing on the wall, from the Book of Daniel?

FYI, the painting is located at the Louvre Museum, which freely allows photography, so it shouldn't be too hard to find a reasonable quality image and get permission to use it.
